PC Game Not working

Currently when I try to play on PC (I also have the game for 360. 360 = Casual Gaming PC = Serious GB's ) Anyways I was trying to open call of duty when It loading it said "Connecting" as usual but then it said "Cod Servers Are not available" blah blah blah but I have seen this before and I usually just wait it out but this time The screen was black behind this message and when i clicked exit the screen had another window that i couldn't click on or interact with that looked like I was saving a clip in theater or something

And i thought well thats different and after searching i could't find anyone that was getting these same problems. They would get The "Not available" server part but not the windows and black screen.

I Tried waiting a day. Nothing.
I tried verifying black ops MP in steam. Nothing.
Defragmented Black ops (Dont know why this would help). Nothing.
Re-installed. Still nothing?
Anyone Got a quick fix ?
