Server not showing up on the in-game server list

Is there anything that can be done to get my gameserver to show up in the list consistently? Sometimes it's there and sometimes it's not, and it's driving me nuts.

I also see certain servers that seem to pop up instantly every time I refresh. Please tell me there are some .cfg tweaks that can help me with this.
